Northampton County officials, law enforcement and Black leaders gathered in Bethlehem this week for a “listening summit” about police and communities of color.

In an attempt to assuage the public’s demands for increased accountability of police officers, a spattering of departments across Pennsylvania post their use-of-force policies to their websites, making public the rules for when officers can use pepper spray, strike someone or fire their gun.

Erie’s mayor said Monday that city officials identified the police officer seen on video striking a protester over the weekend, but they declined to publicly name him.
